What should a single cylinder Tecumseh 17hp cost for a medium build (Stock bore, pro port and polish, crank balance, milled head, bigger valves, cam, flywheel, and carb work)?

For most people the Tecumseh isn't feasible to build. Parts are hard to find. Although they can really run. It's not off the shelf parts.

Leave the valve size alone. Reduce the stem size to 1/4".
The bulk of your money will be spent on the cylinder head and flywheel.
I couldnt give you an actual figure though.
