The 1st round on 2013 USLMRA Memberships went into the mail today with the 2012 Keep Fresh Finals DVD included. For those wanting the DVD before Christmas I will make a 2nd mailing on the 15th. So go online and registure. After that I will be on schedule to send memberships the 1st of each month..

2012 Testing & Junior Pro Licensing Procedures and Future Considerations

Overview:
The USLMRA is faced with several issues every year, but there is one issue that is always prevalent: participation. We have taken a long hard look at this issue and while the economy is largely to blame for lower numbers across the board, there are a few things we can do to help bolster participation now, and when the economy recovers our sport will be better for it.

Youth Participation:
Currently, our youth are limited to 2 restricted classes JP and GP. While starting out in one of these classes may “feed the need” at first, today’s youth has proven to tire quickly of restricted class racing and the desire to compete at higher levels soon develops.
All over this great nation of ours, there are teenagers (13-19) racing at high levels of motorsports competition on both the local and national levels. Many of these younger racers have been competing since a young age the and by the time they reach their early teens, they already have several years of experience under their belt. The USLMRA needs to embrace this critical demographic in order to grow our sport. These racers will turn elsewhere to find what they need.

Adult Participation:
Individuals turning to Lawn Mower Racing from other motorsports disciplines are intrigued by the flashiest, fastest, loudest machines we have, but when they look into what it takes to get involved they find they can’t race in those classes because they need to race in a slower class first. These experienced racers don’t want to hear that they can’t handle the speed and horsepower of a racing lawn mower, especially when they have been racing high horsepower machines all of their lives. These racers will also turn elsewhere to find what they need.

Solutions:
The USLMRA Testing and Licensing program can alleviate both issues outlined above.

1. Testing Procedure:
Driver(s) should contact the Race Day Chief Steward, prior to an LC/AC or National event, and notify them if his/her intent to "test" for the desired class during their upcoming event.

Based on resources for that event, the Chief Steward would either allow or deny the request. Chief Stewards have a lot on their plate on race day, if they can get time and resources scheduled to do a test for a racer they will be urged to do so, but not required.

Once a request to test is granted, the driver will present him/herself (and the machine on which to be tested) to the Race Day Chief Steward before registration, this serves a reminder to the Chief Steward to corral at least 3 other drivers in that class to help with the test, and gives the Chief Steward an opportunity to size up the driver.

Testing will take place at a time selected by the Race Day Chief Steward contingent upon factors including Race Day schedule, track conditions, weather, etc.  Note, Testing may take place before Tech and Registration opens on Race Day morning or may be necessary the evening before Race Day.   The racer may take hot laps alone, with other drivers or in a racing configuration at the discretion of the Race Day Chief Steward. 

Part #1 - The driver will be observed for no less than 3 laps under green flag alone.
Observers may be the Chief Steward and at least 3 other drivers from the class being tested into. This step in the process is to ensure that the racer has a firm grasp of the basics of lawn mower racing and that driver and machine are safe to be on the track at no risk to anyone else.

Part #2 - If the observation staff (majority) vote to allow, the testing racer will make no less than 3 more laps on track with the 3 drivers mentioned above. This step of the process is to ensure that the racer has the ability to control his demeanor and machine under simulated race conditions.

Part #3 - If the observation staff (majority) vote to allow, the testing racer can compete in that class immediately.

Part #4 - Notification of test results will be sent to USLMRA office following the event.
•   If the testing racer passes all parts of testing he/she will immediately possess a class license for the first year (or a predetermined number of races). If there are no incidents during the first or if a Probationary Period is instituted, the license may become permanent after that first year.

Other Considerations
•   Racers may only test once per event.
•   Racers must provide mower for testing (of appropriate class).
•   Racers may only test for a class they have a class legal machine for.
i.e. you cannot test for FX on a BP.
•   All racers having competed in the 2011 Season will be issued licenses based on those classes said racer competed in during the 2011 season.

USLMRA believes that if we use the Licensing Program in this way, we can give those racers that want it, an opportunity to race at higher levels, in a safe and controlled manor.
We also believe that the vast majority of racers in this situation will abide by the decision of the Testing Board.

2. Jr. Pro. License Qualifying:

The purpose of the Jr. Pro License is to allow experienced Jr. Races a method to move up in class to faster classes. Only Classes allowed to move up to are IMOW, GP, AP, SP, CP and FX/Single, not BP, FX or FX/T.

Testing procedures as outlined in Section 1 above will be followed:

Requirements:
1). Parents Signature of Release and Approval.
2). *16 years of age by December 31st of the race year and have or obtain a Valid Drivers License from the State of Residence.
3). *If 15 years of age, Racer must have a Valid Drivers Learners Permit from the State of Residence and obtain Drivers License when s/he turns 16 years of age of that race year.
4) 15 yr old drivers can test for IMOW, GP, AP, SP, CP and FX/Single only, BP FX or FX/T.
5). A minimum of one (1) year racing experience in the Jr.’s class, J/P or G/PK and have raced more than 12 Competitive Events races the year.  Definition of a Competitive Event:  On any given Race Day you have at least one (1) heat and one (1) main.  That equals two (2) Competitive Events. Two (2) heats and one (1) main = three (3) Competitive Events. 12 will add up quick.  In other words heats and mains count toward the 12 required Competitive Events.  The goal is seat time.
6). Allowed to be tested on Rules of Racing, such as Flags and passing.
7). To be tested in the class desired to class into, by at least 2 staff members picked by USLMRA Executive Staff.

It is recommended that this procedure be followed across all levels of USLMRA Lawn Mower Racing, A/C’s L/C’s US Open Series and the STA-BIL Nationals and that all racers age 15 years and under stay in classes that have governed engine controls until they meet these criteria. All Guidelines and Approvals must come from our either USLMRA Southern Office (Wilmer, Alabama, Kerry Evans) or Central Office (Northbrook, Illinois, Bruce Kaufman) for Final Approval.

*Note: If Racer has special reasons why they cannot obtain a valid State Issued Drivers License, and it is a non-criminal matter, they can contact either USLMRA Office and discuss.
Example: The State requires a driving course before a driving test can be given and the waiting list Is 6 months.  We can talk about it on your intentions. A birth certificate will be needed to verify age.

3. Future Considerations & Possibilities

In the future, the terms Rookie, Veteran and Pro may be removed from the Licensing Scheme as we realize they are somewhat confusing and, with the above changes may no longer be valid.  This will be evaluated during the 2012 season.

A Probationary Period may be instituted in the future.   Once testing has been completed and a racer has been approved to race in a given class that racer will receive a 1-year probationary permit to race in that class. If that driver completes that first year (or set number of races) without incident the racer will receive a class specific license. If the driver cannot complete a probationary year (or set number of races) without incident, the driver will need to be re-evaluated and may be required to serve a second probationary year (or set number of races) to receive a class license. Drivers holding a class license may be placed on probation. Written consideration could be placed in writing, electronic or otherwise, by a Race Day Chief Steward and submitted to the USLMRA for review and approval.

Benefits: 
Attraction of new racers that may not have considered racing with the USLMRA because of participation restrictions will now have an opportunity to test into their desired class without having to race in a less desired class first.

Youth driver retention:  Racers that have become complacent with current class offerings will be afforded an opportunity to move into faster classes and remain challenged at a controlled and safe rate.

Possible class structure consolidation/management – The issuance of a license with endorsements per desired class, eliminates the need for class divisions based on age, ie GP-K vs GP, with the exception of JP. The age requirements for JP could remain intact to provide an opportunity for our youngest drivers to cut their teeth among like age/ability type racers.

The U.S. Open Lawn Mower Racing Series

As the U.S. Lawn Mower Racing Association celebrates our 20th Year in 2012, we are proud to announce the formation of the U.S. Open Points Series. The goal is to continue to expand our appeal to more racers outside of the USLMRA and to continue to host U.S. Open events for USLMRA members and non-members to compete where they otherwise could not. The U.S. Open will afford a wide range of lawnmower racers an opportunity to participate in a USLMRA National Level Race without having to qualify for the USLMRA STA-BIL Keeps Gas Fresh Finals.
 
Starting with the Sam Rogers U.S. All American Open, November 4-6, 2011, racers will get a chance to run for points in the U.S. Open Series.
 
Confirmed events for the 2012 US Open Series as of November 1, 2011 include the following, and more will be added on an ongoing basis
•   Nov. 4-6, 2011: Sam Rogers U.S. All American Open, Stevenson, AL
•   June 2, 2012: U.S. Cure Mower Cancer Open, Superior, WI
•   Sept. 2, 2012, US Open, Delaware, OH
The U.S. Open Series will begin with the first US Open race after Labor Day of each year, and will culminate on the subsequent Sunday of Labor Day weekend.
 
US Open Series races will primarily be stand-alone events, and not intermingled in with STA-BIL Lawn and Garden Series races. In some cases, U.S. Open Classes may be added to a STA-BIL Series Race.
 
US Open Rules as defined on the USLMRA Website will be used and posted soon.
 
First ever US Open Points Series Class champions will be crowned on the USLMRA 20th Anniversary Celebration, during the 2012 STA-BIL Nationals Weekend.
 
1st-5th Place trophies will be awarded in U.S. Open Classes
 
Qualifying for the U.S. Open
•   Racers must have participated in organized/sanctioned lawnmower racing of some sort within the 24 months previous to any US Open Series Events. These racers may be required to provide proof in the form of official results from previous races.
•   Open to mowers that adhere to at least one class structure outlined below.
(No new classes will be created on the day of the event).
 
Rules
•   Open to any USLMRA-legal mower, USLMRA Local Chapter (LC)/Affiliated Club (AC) mower or, any mower deemed safe by USLMRA Tech Staff.
•   No roll cages.
•   Open to all mowers that meet all USLMRA Safety Standards, see USLMRA Rule Book (No Exceptions).
Class Designation / Groupings
 
Goal: We want ALL groups out there to be allowed to compete in the U.S. Open. We have created a set of rules designed to allow just about any reasonable type of mower to compete.

(Open) Class Rules:
Safety Gear:
1.  Every driver must wear an automobile racing or motorcycle-type full-face helmet approved by the U. S. Department of Transportation or the Snell Foundation.
2.  The helmet must fit snugly and be securely buckled when driver is on the track.
3.  Goggles or a face shield are required. Glasses are not adequate protection.
4.  All drivers must wear long pants, long sleeved shirt, neck brace, full-fingered gloves and leather over the ankle footwear on the track. Chest protectors and other anti-abrasive suits are highly recommended. No loose clothing on the track.
 
Mower Rules: (Full rule book to follow soon)
1.  Mower must use lawn mower 4-cycle motor.
2.  Must have brakes that work.
3.  Must have a commercially available working tethered kill switch.
4. All throttle return must be double spring on the carburetor.
5.  No sharp or protruding unsafe sheet metal or objects.
6.  Tire choice is open for US Open Classes
7. Bumpers are allowed but not required.
8. Must have a deck.
9.  Must use pump or race fuel, no alcohol or methanol.
Heat Grid
•   Each class will pull a ball for initial grid start positions. Time Trials May be used.
•   Heat races will be lined up per Qualification.
•   Heat Races - 10-15 laps, to be determined by Race Day Chief Steward.
Feature Grid
•   Sunday's feature grid may be set by the finish order of heat
•   The possibility of an invert exists, this will be a race day decision made at the discretion of USLMRA officials on race day.
•   All starts will be "Rolling Starts"
•   Feature Races - 20 or 30 laps to be determined by Race Day Chief Steward (subject to conditions). (5 Laps US Open Kids)
Multiple Qualifiers
Depending on amount of participation there is the chance we may run multiple qualifiers to pare down the fields for features, this will be a race day decision made at the discretion of USLMRA officials on race day. (Everyone will have a chance to race.)
 
Race Day Decisions
All race day decisions made at the discretion of USLMRA officials will be communicated to the drivers as soon as possible so everyone has as level a playing field as possible.
US Open Series Points Structure.
 
The number of Participants in the class will be added to the place point's number below. All US Open Points will be added together, including the final event on Labor Day weekend in Delaware, OH to determine a US Open Points Champion.
(Example: 19 drivers in the A/P Class. Driver wins 3rd place, 155 + 19 = 174 event points)

We'll use these races as Test Cases and evaluate at the end of the season what we do for 2012. This way, we offer both options this year, and hope that more racers will come join us to enjoy U.S. National Points Races. 
 
We are working on the logistics of A Mains, B Mains, Qualifying, 2 lap time trials for qualifying and other factors to improve our racing program, and this will be rolled out soon for US National Races. We will also be adding more U.S. Open Class Racing at several STA-BIL Series events this year.  Myself along with Chrissy have recently been Certified by AMB Timing & Scoring and have recently attended the National MyLaps Timing & Scoring Conference, so there is no limit to what our state-of-the-art Timing & Scoring System can provide to our races. 
 
FREE Membership for First Time US National Points Racers
 
We would like to announce that the USLMRA understands that with the price of gas going up throughout this racing season, travel will be difficult. And for some even jobs have been on the line, alone just the cost of living going up. It has been our goal with the announcement of the US Open Series along with the announcement of Rolling Starts to attract all racers who would like to participate, the right to do so. Last season we lowered the cost of our membership to $20.00 to help our members. We are able to achieve this with the help of our sponsors and event fees. As in the past there will be no entry fee to participate or crew in any 2011 STA-BIL Series National Event.
 
So at any of the Four "Rolling Start Events" listed above, all First Time Racers that sign in at the Registration Table will be given free 2011 USLMRA Membership. This is a savings of $20.00 to you to get you started. You will still need to fill out a Membership Form at the event so we can put your information in the database to achieve your National Points.
 
So come and join us for the start of a GREAT USLMRA National Season.

USLMRA Races / New class for the Kids

The USLMRA is toying in a new class for kids. For the last year we have been hearing from our young racers that they are getting bored with the speeds and handling of the J/P class mowers that have a top speed of around 22mph. We know that our kids are the future in racing and we would like to keep them interested and moving forward in becoming our future top B/P and F/X Racers. This will be a Licensed class with pre race experience for the 12 – 15 year olds.

So that being said we are looking for some ideas from you. The USLMRA will be monitoring your comments but will only be making comments on our USLMRA Forum found at  http://www.letsmow.com/about/tal-ki-forum/#/20110120/new-class-for-kids-318980// .

Some suggestions so far are:
 
1). Take the present J/P Class build mower and remove the 8 to 1 Ratio and Tire Pressure Rule and make it open like the other Prepared Classes, but leaving the 3650 rpm in-place.
 
2). Start a new build like the A/P’s and F/X’s and run the 5.5 - 6.5 hp horizontal class Honda’s or Clone engine with the centrifugal clutches allowed. 160 – 200cc engine. There are a lot of parts out there now for these engines to keep them safe (rods and flywheels).

Racers;

After speaking to many of you the past few weeks and conferring with the staff of USLMRA we have decided to re-look the following rule changes. Understanding that not everyone will be satisfied with any change, we feel that some changes have to be made in the best interest of USLMRA and in the best interest in regards to safety for the drivers. So with that said the following amendments to the 2011 rule book have been made:

Section I. RULES OF THE TRACK

M) Starts will be Le-Mans style, with engines off. Once all mowers are lined up, drivers will line up directly in front across from their mower (In a direct line from their mower) facing the head flagger. On the green flag, driver’s will cross the track on foot, start their mowers and start racing. At no time will any mower roll off the starting grid line until the driver is completely seated. A designated Crew member may assist with starting after driver is completely seated on the mower. Crewmembers may not go onto the track, or assist or push the mower from the grid. Mowers with remote starters will be moved to the back of the grid.

N) In the IMOW Class we will still use the Le-Mans Style Start, however drivers will no longer be required to “Run to their Mowers!” This is to accommodate Handicapped, and Elder racers who have difficulty running across the track and are completely over whelmed by the young drivers in this class. The IMOW Class is designed to test driver’s skills with governed engines and Gear ratio mandated drive trains, not their ability to run across the track. Drivers Will Stand directly behind their mowers with their tether in hand arms stretched straight in the air. When the Head-flagger drops the green flag the driver will move either to the right or left side of the mower and mount the mower, start it and begin to race. At not time will the driver JUMP over the back seat/fender to mount the mower. This IS FOR THE IMOW Class only. JP will continue to use the Le-Mans start Style. This is to develop our young drivers and prepare them for the Prepared Classes when they reach the legal age limit.

Understanding that not everyone will be satisfied with any change, we feel that some changes have to be made in the best interest of USLMRA and in the best interest in regards to safety for the drivers. So with that said the following amendments to the 2011 rule book have been made:
Section VII. GENERAL MOWER REQUIREMENTS
Y) Flywheels After several years where It was highly recommended, but not mandatory that in all Prepared classes and in FX that Billet Flywheels be used, we will mandate that starting with the 2011 racing season that Billet Flywheels will be mandatory for all Prepared classes (AP, SP, CP, BP), and in FX for all STA-BIL National Lawn Mower Racing Series Points Races and the Sta-Bil Keeps Fuel Fresh Finals/US Open.
For Affiliated Clubs and USLMRA Local Chapter Races only, Billet Flywheels will not be required, however Mower Classes with performance modified engines (governors removed, modified cams, engines running in excess of 4000 RPM’s, etc…) will be requires to have scatter –shields. These scatter-shields will be built to the specification stated in Item c below.
Special Note: AC and LC membership should keep in mind that Billet Flywheels “may” become mandatory for all Prepared Classes, and in FX starting with the 2012 racing season.
Rationale: USLMRA has considered Flywheels to be a safety issue. Also USLMRA understands the fact that this rule will have a major impact on AC and LC membership due to the cost of such a ruling. As RPM’s and speeds increase, USLMRA believes Billet Flywheels will allow greater safety for racers.
General Flywheel rules:
1.   Unmodified Stock for IMOW & JP’s. Stock flywheels must remain stock! They may not be lightened, have charging magnet removed or modified in anyway
2.   100% Billet for all Prepared (AP, SP, CP, BP) & FX.
3.   All Scatter shields used on a USLMRA lawnmowers must adhered to the
Following specifications:
1.   Scatter shields must be fabricated from 1/8″ steel minimum.
2.   The scatter shield must be form fitting and follow all of the contours of the blower housing.
3.   The scatter shield must be the same height (vertical shaft) or same width (horizontal shaft) as the blower housing and be bolted to the block using the original mounting points.
4.   A 1″ X 1/8″ minimum steel strap must run across the face of the blower housing to reinforce the scatter shield, side to side.
5.   Notches for starter drives must be reinforced to at least one inch past each end of the notch.
6.   Any holes drilled into shield for items such as dip stick holder or fuel pump must be 1/4 inch or less.
7.   The scatter shield must be painted to match the engine’s blower housing.
