Total width is  max 42 inches.  If it is offset, no more than 4 inches.  In other words, 21 inches from center line to outer tire on each side if there is no offset.  If you want to build 38" or 40" with no offset, center the frame up and go with it.  It will still be legal.

 THIS IS CORRECT UNDER ARMA. IF YOUR BUILDING ON CENTER, YOU CAN MAKE IT 42" SIDEWALL TO SIDEWALL. NOT SURE ABOUT OTHER RULES.

More than likely head gasket is blown as PFG56 says.    usually will start smoking when load is applied.  Also check for being overfull on oil, carbs can leak and drain into crankcase and raise oil level. a lot of times it thins the oil down so much it makes it hard to read on stick. Check air filter for oil as well.   If your breather is puking oil it normally will get into air filter as well

MAKE SURE THERE IS NO GAS IN THE OIL. IF IT IS,YOU WILL HAVE TO REBUILD THE CARB AND CHECK THE HEAD GASKET. SOMETIMES ALL THAT GAS AND OIL IN THE CYL. WILL CAUSE THE HEAD GASKET TO BLOW.

WHAT TYPE OF BELT ARE YOU USING? CLOTH WRAPED OR BLACK RUBBER? I USE TSC STEEL PULLEYS AND A CLOTH COVERED BELT WITH NO PROBLEMS.
