i would look for another set of heads. Milling the heads on the opposed engines isnt a good idea. They are already starving for air. Flow will give them more power not compression

I have an 18hp 42" on my yard machine. You reccomend swapping the heads out? I've heard of people shaving the "eyebrows" off from around the valves. Reccomended?

the best recommendation that I can give you is to but Don G's opposed 101 dvd. He gives a ton of tricks and tips about these motors that will relly wake them up. If you're serious about building this thing up, thats the way to go

There is not alot of "head work" to be done to the Opposed, just isnt much of a head there to work with. You ccan do some "smoothing" but there isn't alot of meat to really do any cutting in the valve chamber before they get real thiin.
amr is right, any milling on the head starts reducing flow, it does no good to compress a mixture that isn't there!
