rookie in need of help

ok i have a old 1980s craftsman tractor i got it for free and the motor was seized and i got it lose and she really picks up and books but i was wondering if theirs any advise to get a smother run out of it and i got my hands on a 11hp brigs that i bought form a gut for like 45$ (i had other stuff to so its closer to like 15$) i supposedly ran a t one point but i cant even get it to start up she will crank smoothly but wont catch and go i think it got some water in the carb and i did what i could to get as much as i could out but she wont go i had to put it up for the winter but any tips or tricks would be greatly appreciated! could you guys help a rookie that's just in to the sport?

Not all capitals though... Just insert them where appropriate, as a matter of proper application of grammatical correctness in use of the English language!

We do not text arround here, convey your thoughts in structured sentence form, so we don't all have to try and translate them.

 make sure your getting good!!! fuel to motor.and have compression,also chech for spark.
