John Deere 111 governor issues

Hey all, I've got an old JD 111 (from the 70s or 80s, I dont have the engine model number handy). It has an old 11hp flathead Briggs with the 1 piece carburetor. I'm having trouble with maintaining desired RPMs. Carb is tuned decent, but the engine seems to only run idle, or pegged out. Throttle is extremely touchy. While the PTO and drive are engaged while running maxed out it will "bog down" to about the right RPMs.
I've gone through standard adjustment of the throttle cable and governor (loosen nut, turn screw 1 way or other, then tighten) and haven't gotten anywhere. Still idles or surges to 100%, no in between. I dont THINK theres any missing or damaged springs, but I dont know as I cant find any close up pictures of a similar setup.
