I was wondering if it would be possible to mildly upgrade a vtwin but leave it governed but adjust it to rev higher oh and are ratio roller rockers a good up grade to wake up a vanguard a bit?

If your going to modify it ditch the governor.
Buy a billet flywheel. Steel or aluminum.
Roller rockers are a good upgrade along with a performance cam.
Billet rods will keep it together
A good carb will make it run right.
