Flat Head torque question

Hey guys, what is the best way to increase low end torque?

I want to bring max torque in in lower rpms for my oppy 24hp, what is the best way to do this?

I was thinking bigger intake valve, mild porting both intake and exhaust.

Could a cam timing change get me where I want to be? maybe advanced a few degrees?

Call Tim Isky a cam recommendation. I'm thinking a #3 grind, which is pretty tame but gives good low end torque.
