18hp flathead rebuild

Hi All
Newbi here on the site. I live in Northern Maine and my Amish friend has a 18hp B&S engine Model 422437, Code 1266 01, Type 90022612. it is being used on a homemade log cutter that turns a 30 inch saw blade. the engine is very weak and doesn't work well anymore and he wants to install a new motor. I am thinking it can be completely rebuilt for 4-5 hundred dollars. Am I correct? If so can someone give me some advice as to the best way to make a good powered engine. example .030 over, headwork, valve work, carb etc etc. I am a capable mechanic but I don't work on small engines that much, my expertise is Aircraft turbines.

It is a simple rebuild.  Bore it 0.010 over, new pistons and rings, new valve springs, carb kit, new plugs and coil.  A lot of times it can be as simple as plugs and coil. Maybe even the carb kit.
