Governor linkage, how does it work?

My original carb had a wallowed out throttle shaft hole so I swapped to another one-piece carb that's slightly different and it appears the governor linkage might not be the right length.  If I don't care about revving the engine down can I just leave off this linkage and lock the throttle wide open or is this more complicated than it seems?
